    The article reflects the results of an analysis of studies by different authors on the problems of domestic and foreign relevant markets for medical services. The essence of concepts is revealed: a medical service, its competitiveness, the market of medical services. The situation is described, associated with problems in the formation of a competitive environment, the main factors hindering the competitiveness of medical services, the nature of their functioning, which determines the need for government intervention in the health sector. The main participants of the medical services market are presented and the reasons for the conflict of their interests are substantiated.

  • 2020 № 7 Issues of regulation of handling of medical products in the mar kets

    The work outlines some of the provisions of the Project of the Commission of the Eurasian Economic Union: “On Amending the Rules for Registration and Examination of the Safety, Quality and Efficiency of Medical Devices”, provides an analysis of the prospects of the Project, its impact on the efficiency of circulation of medical devices in the territories of the countries of the Eurasian Economic Union. Based on the results of the analysis, conclusions are drawn on the applicability and significance of the considered provisions of the Project. The aim of the work is to analyze the main provisions of the Project of the Commission of the Eurasian Economic Union: “On Amending the Rules for Registration and Examination of the Safety, Quality and Efficiency of Medical Devices” and the possibilities of their practical application. The following methods were used in the work, namely, general scientific: analysis and synthesis, systemic, profile-economic: marketing, controlling methods. The scientific novelty of the work lies in the generalization, analysis of the materials considered and in the formation of proposals for certain areas of the Project and conclusions on the development of integration in the medical industry of the countries of the Eurasian Economic Union, according to the results of the analysis.

  • 2019 № 6 Management in modern management in foreign health care systems(scientific literature review)

    This science literature review was conducted for five-year period. It has been established that the process of improvement by lean management has more than 50 years history in industry, and the experience is best carried out, in primary health care; the main of lean management introduction in healthcare is to ensure optimal participation of medical staff in the changes; the concept of medical care in the first place has the aim of improving the quality and availability of healthcare processes; mapping is a basic tool allows to visualize the process of changes and evaluate progress; project management is a method of comprehensive changes in healthcare in which the elements of lean management are also used to ensure general increase in the efficiency of transformations. Lean management is becoming increasingly scientific and practical tool in health management nowadays.

  • 2019 № 5 Stages of formation and development of a single payer in health system of the Kyrgyz Republic

    The article revels the formation and development of a single payer in health system of the Kyrgyz Republic. On the basis of analysis of legislation it has been highlighted four phases of this long term process: 1-st (1996–2000) – organizational, 2-nd (2001–2006) – becoming of a single payer in health system, 3 (2007–2015) – creation of a single payer in health system and 4-th (since 2016) – further development and improvement of a single payer in health system. It has been achieved fair and equal allocation of financial resources in health sector (single per capita financing of primary care and single cost of case based financing of hospitals) at national level.

  • 2013 № 7 Analysis of international experience of funding and managing research and development in healthcare (Federal Research Institute for Health Care Organization and Information of the Ministry of Health of Russian Federation, Moscow, Russia; Research center of neurology Russian academy of medical science, Moscow, Russia; Research-Practical Center of Medical Radiology, Moscow Department of Health care, Moscow, Russia)

    Healthcare in developed countries becomes the most productive and cited field of the world science. However little is known about innovative processes in the non-market oriented areas including medicine. This article deals with funding and managing research and development in medicine in foreign countries. The authors show that innovations in healthcare are the major focus of interest of foreign governments seeking for balance between cost-containment, quality and access to health care. Healthcare innovations assessment is necessarily accompanied with the expert evaluation of efficacy and safety of health technologies delivered by designated institutions. International policy analysis confirms that the search for the most effective management in organization and funding of healthcare research is of high priority in the world.
