There is analyzed an issue of specifying state guarantees for free medical aid provided to citizens with in the standard medical aid system, clinical recommendations, lists of medications. State guaranteed free medications for citizens are those mentioned in the List of vital and life critical drugs.

Regarding certain issues on payment for medical aid with the usage of clinical-static groups in the system of mandatory medical insurance
Russian Ministry of Health Care and Federal Fund of Mandatory Medical Insurance system completed an important project on implementing paid medical services, delivered in conditions of in-patient facilities, on the basis of for medclinic-static groups. It is necessary to continue the work on enhancing the proposed system with consideration of raised issues and proposals, coming from the regions.

New technologies for enhancing quality and accessibility of ambulatory medical aid
Healthcare Ministry of Moscow region initiated a contest among children's polyclinics. There were developed and adopted standards for children's polyclinics management, criteria for evaluation, time schedule for running the contest and membership of the committee. Chief executives of healthcare regulatory bodies were given an advancing timeframe, which allowed them to create comfortable conditions for providing medical aid services. The contest allowed to reduce queues to registration desk and the waiting time for a doctor's appointment, increase satisfaction rate with the quality of medical aid among the population.

Organization of prenatal diagnosis of congenital malformations and hereditary diseases in the Chelyabinsk region
In this article the topicality of detection of congenital malformations and hereditary diseases during pregnancy has been considered. The order and organization of prenatal diagnosis of congenital malformations have been shown in the Chelyabinsk region for the period 2007 to 2012. Changes in the organization of prenatal diagnosis of Chelyabinsk region in 2009 have been presented.

Medical sciences after optimizing the chain of dissertation councils in Russia
The article explored outcomes of optimizing a network of dissertation councils in Russia in the period between 2013 and 2015 years.The subject structure of world science was compared with anticipated after optimization disciplinary structure of highly qualified Russian scientific personnel body. To make the comparison complete, there was evaluated the gravity of publication flow volume per certain subjects in data bases like Web of Science and the contribution of certain related areas in forming research frontlines according to data of Essential Science Indicators. It was factually proven that project's realization contributes to the process of balancing out the structure of reproduced body of highly qualified personnel in Russia and of the world's science subject structure. In addition to that, it was noted that by the end of 2015 year Russia will witness a groundlessly low share of dissertation councils in medicine and similarly groundlessly in the context of global science development trends a high share of councils in economics sciences.

Cluster principle of efficiency increase of scientific, educational and medical activity
A brief characteristic of goals of clusters and their role in the innovation development in a health care are presented. The integration process of scientific, educational, medical institutions and businesses in the regional cluster is shown. Illustrated by the example of Kemerovo city the efficiency of a consolidation is evaluated, which is characterized by the creation of scientific production with its subsequent commercialization of high-tech enterprises, continuing vocational education, medical care in cardiovascular diseases on the full-cycle basis.

International practice of incentive funding in health care
There are analyzed approaches to enhancing incentive funding systems in the healthcare. There were identified problems with implementing incentive systems for suppliers of medical services. There was provided a case study of international practice in creating and developing incentive funding systems in ambulatory and in-patient sector.

Forms of documents, deemed necessary for completing qualification evaluation of employees in the health care institutions
There has not yet been adopted a standard for completing qualification evaluation procedure by the current normative and methodology documents. There is no uniformed documents, needed to complete the evaluation. The following article outlines forms of corresponding documents, developed on the basis of analysis of analogue forms, appliedbyvariousfederalauthoritiesaswellaswiththesupportofcurrentunifiedforms.
