The article provides a detailed legal analysis of the formulation of one of the most important licensing requirements for the presence of a certificate(s) of the head (Deputy head) of a medical organization. The authors provide an unambiguous interpretation of this license requirement, which is that the presence of a certificate of a specialist in the specialty “health care organization and public health”, in the presence of the necessary length of service, gives the doctor the right to fill the position of the head (Deputy head) of a medical organization, regardless of the presence or absence of a certificate of a specialist in any other specialty

Morbidity of adult population with acute cerebrovascular diseases and mortality from them
Relevance: the progress achieved in the treatment of stroke is now evident, but the prevalence of this pathology, both in Russia and throughout the world, remains at a high level. The aim of the study was to To analyze the incidence of adult cerebrovascular diseases in the adult population and mortality from them in the Russian Federation for the period from 2012 to 2016. Materials and methods: the incidence of acute cerebrovascular diseases among adults was based on data from a form of federal statistical observation. Statistical, analytical and descriptive methods of statistical analysis are used in the work. Results: the increase in the total incidence of acute cerebrovascular diseases among the population aged 18 and over is 13,6%. However, a 2,1% increase in deaths from intracerebral and intracranial hemorrhage was noted. Conclusion: an increase in the total incidence of acute cerebrovascular diseases among the population aged 18 years and older by 13.6% and deaths from intracerebral and intracranial hemorrhage by 2,1%. Influence of activity of the medical organization, providing medical assistance to children, on the economy of the region
The analysis of 46 7122 entries in the medical information system of the organization for 2016 characterizing the treatment of children for the purpose of medical care, 9533 cases when the sheet can not work (SNW) was issued. The costs of territorial funds of compulsory medical insurance (CMI) and social insurance fund, an internal regional product for the treatment of a child, are estimated. It is established that the budget of the region loses 8,9 times more than the amount of CMI funds that was spent for the treatment of the child, if issued by the SNW. This requires active prophylactic measures for children.

Comparative analysis and assessment of polyclinic work at the second level of urological care to the population in the region within the framework of the developed three-level system
The system of urological care in the region is an integral component of effective health care. The regional system of urological care, implemented in the form of the so-called “traditional approach” is not optimal. The article provides an analysis of the three-level system of restructuring of urological care in the Voronezh region in terms of the polyclinic activity of medical organizations of the second level of urological care on the example of urolithiasis, benign prostatic hyperplasia and prostate cancer. The study included two time stages: the traditional system of urological care before the introduction of the restructuring system and after the introduction of a three-level system of care for patients with urological pathology. The results demonstrate a strong statistically significant objective increase in outpatient activity and the level of medical examination for the vast majority of patients in all three diseases considered in this study reflect the ultimate performance of the regional urological service (on the example of Voronezh region), in terms of its functioning in the format developed a three-tiered system of medical care in comparison with the traditional approach.

The number of plastic surgeons in the Russian Federation and their activities in 2017 year
Relevance. The issues of staffing of medical organizations always remain one of the urgent problems of practical public health. In the period of wide development of such a healthcare sector as plastic surgery, the urgency of providing specialist doctors and organizing control over their activities is growing. Purpose of the study. Conduct an analysis of the security and activities of plastic surgeons in the context of the subjects of the Russian Federation. Material and methods. The data of the federal statistical Observation № 30 “Information on the medical organization” for 2017 are used. Statistical, analytical, descriptive methods of statistics were used in the work. Results. The majority of plastic surgeons work in the medical organizations of the Central (36,2%), Siberian (20,7%) Privolzhsky (15.5%) federal districts, mostly in hospitals. At the same time, the largest number of specialist visits is in the Southern (49,7% or 8,330 visits per year) and Siberian (37,8% or 6335 visits per year) Federal Districts. Conclusions. An analysis of the number of plastic surgeons showed that most of them work in the occupied positions in the Central Federal District, especially in Moscow. At the same time, the highest number of specialist visits is in the Southern Federal District.

Recommendations for the selection of labor norms for employees of different medical organizations units
With sufficient development of the regulatory framework, methodological issues of labor regulation at the level of medical organizations are clearly not covered enough. The final result of the regulation of labor is the establishment of labor standards. However, due to the variety of existing labor standards, the complexity of their calculation, etc., one of the most urgent is the question of what labor standards should be established for employees of specific departments holding specific positions. Although the regulation of labor is a serious large-scale work, in the arsenal of medical organizations, there are many methods that are not as costly as, for example, timing.
