Current legal aspects of the organization of the regional medical information and analysis center at its functional evolution
The article analyzes the current state of the legal framework, regulating the activities of medical information and analysis centers, as the central element of the regional health information system. From the perspective of today’s prospects in Public Health informatization the current problems of such type of institutions have been described, and finally associated with a lack of regulatory documents of the federal legislation.

Information and analytical system of monitoring of the cardiological care in penal institutions of Russia
The article describes a new software product that allows real-time to assess the readiness of medical units to provide primary pre-hospital, and specialized medical care to patients with cardiovascular diseases. The system allows for the collection, storage, analysis and visualization of information.

Integrated electronic health record: Status and Prospects
Russian «Base» iEHR (without specialized medical profiles features) is under ongoing development. «Base» iEHR includes: 1) Structured electronic medical documents (SEMD) containing summaries of healthcare information from patients’ medical encounters; 2) SEMDs for Observation orders and results of consultations and diagnostic tests; 3) SEMDs for use in interagency electronic interaction system; and 4) Integrated patients’ medical histories. «Base» iEHR SEMDs are developed as HL7 CDA documents with CDA Level Two document structure and partially using elements of the CDA Level Three. According to the current plan, development of Russian «Base» iEHR can be completed in 3 years. It is suggested that developed fragments of «Base» iEHR to be implemented at national level as soon as they become available. Even at the current state «Base» iEHR is suitable for providing continuity of medical care for patients.

Development of a telemedicine expert system for generation of doctors letters based on laboratory tests
The paper presents the results of the development and implementation of an expert system that automatically generates doctors’ letters based on the results of laboratory tests. Medical knowledge is expressed using a first order predicate based language. The system was implemented and evaluated in the Helix laboratory service.

Development of a technical field of the «bio-sensory e-health systems» through the prism of a patent analysis
The article presents the results of the multi-criteria patent analysis, which describes certain features of the development of the technological field of the «bio-sensory devices for measuring physiological indexes» at its current stage. The article notes that suggested technical solutions are characterized by multidisciplinary features and by a stable in-line growth of patent activity in the past two decades. An absolute technological leader in this field is the United States, however, in the period between 2010 and 2015 a rapidly growing number of patents were granted to Chinese residents. The article demonstrates that citizens of Russian Federation exhibit a considerably lower, compared to other countries, productive activity in the area of bio-sensory devices. The Russian patent landscape in this industrial area is characterized by stagnation of patent activity in the period of 2014–2015, by an insignificant number of patent documents released overseas and by the absolute absence of triad patent communities. The conclusion is made that domestic capacities in this area are noncompetitive which should be considered when choosing scientific-technological priorities of the country.

Telemedicine prevention, rehabilitation and health management: problems and solutions
The analysis of the problems arising when introducing technologies of personal telemedicine in the practice healthcare is performed. The ways to overcome obstacles and improve the effectiveness of telemedicine technologies for the prevention and rehabilitation of cardiovascular diseases are suggested.
