In Russian health care the infrastructure information systems together with the Uniform State Information System of Health Care (USISHC) have nowadays founded the fundamentals for digital control and management. The principle of the information aggregator as the new system element and expert and analytical add-on to this infrastructure offers and allows the regulator to solve intellectual problems of decision-making support (DMS).
