Will the raker fly past? Across-the-board standard medical examination: declaration and reality (Samara State Medical University, Samara, Russia; TFOMS Ryazan region, Ryazan, Russia).
In 2013 there has been started a across-the-board standard medical examination of population of Russian Federation which forced to solve a number of problems, part of which existed in other previous campaigns, therefore, it is important to consider their experience and results. First of all, it is necessary to avoid quantitate evaluation of the standard medical examination, and pay more attention towards long-term research on impact of standard medical examination on the health state of population. At the same time, the standard medical examination shouldn't affect the affordability of medical aid for ill people, applying to medical organizations.

The problems of realization of the patient rights for the choice of doctor and the ways of its solution in the medical organization (Saint-Petersburg, Irkutsk, Russia)
The article considers the issues related to the implementation of the rights of the patient to choose a doctor. The authors emphasize that the need for compliance with the law in the medical organization requires the development and adoption of the relevant internal document regulating the procedure of choice of doctor it is in this medical organization. The article provides specific recommendations as to what should be reflected in the procedure of choice of doctor in the medical organization.

Legal bases of medical care to the citizens having rare (orfanny) diseases (Penza State University, Penza, Russia)
Annotation: In the article the concept of a rare (orfanny) disease used in the Federal law «About bases of health protection of citizens in the Russian Federation» is analyzed. Shortcomings of legal regulation are noted. It is shown that patients with rare diseases — most socially the unprotected citizens needing additional social guarantees of the treatment and rehabilitation.

The attention is focused on classification of special interest groups, the approaches to the analysis of the motives of collective action and the formation of special interest groups. The activit ies of special interest groups in the Russian system of health insurance are analysed.

Dynamics on quantity of medical personnel occupied in Russian Federation in the period of 2005–2011 years (Federal Research Institute for Health Care Organization and Information of the Ministry of Health and Social Development of Russian Federation, Moscow, Russia)
Quantity of physicians and provision of population with physicians in Russian Federation has increased generally in the period from 2005 to 2011 years. With that, there is revealed an obvious inequality in distribution of this resource among separate sub-federal entities of Russian Federation. The biggest concentration of physicians in 2011 year was noticed in Moscow, Saint-Petersburg and Moscow region (76 492; 36 216 и 22 835, accordingly). The highest index of provision of physicians per capita in 2011 year was fixed in Saint-Petersburg, Chukotskiy autonomous region, North Osetia-Alania Republic (73,9; 75,5; 66,6, accordingly); in Moscow — 66,3 (4 place); the lowest index of provision — in Chechen Republic and Kurgan area (26,1 and 25,5). There is notice a clear inequality in distribution of such resource among sub-federal entities of Russian Federation.

There will be started a passportization of dissertation committees as a result of which there will be processed optimization of its network. Members of expert commitees of Supreme attestation commission and dissertation committees as well as organizations on the base of which there will be created committees, who will face new requests the biggest part of which will be related to index of publishing activity and quote ratings of scientists in international an bibliometric data base. There are presented results of national publication flow analysis regarding clinic medicine, indexed in Web of Science and Scopus, showing the problems of using scientometrical factors as a criteria of scientific level of potential members of expert and dissertation committees in various medical specializations.

Healthcare in developed countries becomes the most productive and cited field of the world science. However little is known about innovative processes in the non-market oriented areas including medicine. This article deals with funding and managing research and development in medicine in foreign countries. The authors show that innovations in healthcare are the major focus of interest of foreign governments seeking for balance between cost-containment, quality and access to health care. Healthcare innovations assessment is necessarily accompanied with the expert evaluation of efficacy and safety of health technologies delivered by designated institutions. International policy analysis confirms that the search for the most effective management in organization and funding of healthcare research is of high priority in the world.
